The chapter, as a whole, has grown a certain sense of apathy in some senses, and this needs to be addressed. Increasing brother participation at pledge ceremonies, brotherhood events, recruitment events, and chapter meetings is essential. In order to do this, brothers must be given the opportunity to voice their opinion in a more open forum, while still maintain an efficient chapter meeting. As the mediator of the Executive Board (meetings held once a week), the Pro-Consul, this past semester, has been in charge of: 1) compiling an agenda for the weekly meetings, 2) keeping conversation and discussion focused on tasks/issues at hand, and 3) organizing voting between the executive members. Aside from moderating executive meetings, the Pro-Consul has also been an aide to the Consul as a source of opinion and direction. The Consul &amp;ndash; Pro-Consul relationship is an important one to maintain. As the two main leaders of the fraternity, there needs to be coordination and respect between the two. If the two positions can manage to work together for the good of Sigma Chi, the chapter will benefit. Finally, in the past, the Pro-Consul has been in charge of running PIT meetings for the newly initiated brothers. These meetings are meant to solidify all teachings from the pledge program, so that the new brothers may fully understand what it really means to be a member of the Sigma Chi Fraternity, and also to assure their speedy integration into the chapter as brothers.&lt;br&gt; &lt;b&gt;&lt;i&gt;Goals:&lt;/i&gt;&lt;/b&gt;&lt;br&gt;o Ensure efficiency and maintain structure in all executive meetings&lt;br&gt;o Keep discussion in executive meetings focused and on task&lt;br&gt;o Coordinate all seven executive members and the social chair&lt;br&gt;o Make decisions aimed at improving our chapter&lt;br&gt;o Solidify a structure for the position of Pro-Consul that future elected officials may follow&lt;br&gt;o Improve PIT meetings&lt;br&gt; &lt;b&gt;&lt;i&gt;Action Plans:&lt;/i&gt;&lt;/b&gt;&lt;br&gt;o To keep the executive meetings structured and efficient, I will come to each meeting with a detailed agenda outlining exactly what will be discussed and if there will be any voting. Focus is key.&lt;br&gt;o To coordinate all executive members, I plan to ask each of the seven to email me on a weekly basis as an update of their current schedule/plan. Also, I plan to set aside time at the beginning of each executive meeting during which each officer will give a report. Also, I will maintain a strong working relationship with the Consul so that we will be as coordinated as possible.&lt;br&gt;o Clearly, any decisions made by the Executive Committee should be made in the best interest of the chapter. Meetings have been run and organized in more of a lecture only type fashion, leading to dull and boring delivery of the material our pledge brothers need to understand and love. Additionally, despite being a young chapter, our meetings have been for the most part devoid of individual chapter history, leading to an overall sense of apathy amongst initiated brothers in regards to our Kappa Chi Chapter. Additionally, we have recently had a problem with pledges failing to understand the general material, with unusually low quiz scores over the past semester. Aside from direct contact with the pledge brothers during meetings, interaction socially has also been lacking, as Pledges vs. Brothers events, such as football, basketball and quizzo, have either been cancelled or pushed off so late they were rushed and ultimately ineffective in developing bonds. The lack of repercussions this recent semester caused an apathetic pledge class, who did not take seriously their quizzes or mutually respect certain brothers until a zero tolerance policy was enacted. Additionally, the lack of a serious discipline procedure has led some brothers to believe the burden fell on them individually to reprimand the pledge brothers, delivering mixed and contradictory messages between the chapter at large and the Magister.&lt;br&gt;o &lt;b&gt;&lt;i&gt;Sub Goals:&lt;/i&gt;&lt;/b&gt;&lt;br&gt;&amp;sect; To maintain the strict no-hazing policy&lt;br&gt;&amp;sect; Establish an effective disciplinary process&lt;br&gt;&amp;sect; Involve brothers in discipline, while still ensuring the chapter speaks with one voice through the Magister&lt;br&gt;o &lt;b&gt;&lt;i&gt;Action Plan:&lt;/i&gt;&lt;/b&gt;&lt;br&gt;&amp;sect; Inform and remind both the Chapter and pledge brothers of the no-hazing policy&lt;br&gt;&amp;sect; Employ punishments related to pledging process, such as raising quiz scores or increasing study hours in order to deliver the Chapter&amp;rsquo;s message&lt;br&gt;&amp;sect; Enact a non-negotiable three strike policy; in which the pledge is removed from the program upon his third failure&lt;br&gt;&amp;sect; Make clear to the pledge brothers what behavior constitutes a strike: failure to meet a deadline, failed quizzes, skipped meetings, etc.&lt;br&gt;&amp;sect; Make clear to the chapter the exact discipline plan explained to the pledges, to prevent confusion&lt;br&gt;&amp;sect; Continually discuss via e-mail or in person recent updates on pledge progress, failure, and proper action taken for said failure&lt;br&gt;&amp;sect; Remain constantly open to Chapter suggestions, whether enacted or not, so that everyone feels their voice is heard and represented&lt;br&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;RECRUITMENT CHAIR&lt;/i&gt;&lt;/b&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;Background:&lt;/i&gt;&lt;/b&gt; We are entering recruiting this year with a sizeable class from last spring. We have created a presence on campus through social, philanthropic, and athletic events, all things that contribute to making recruitment easier. We have not taken voting as seriously as it should be, even though it only takes a few hours of our afternoon. Our focus on recruiting has been centered around early January during the school&amp;#39;s formal spring rush. As soon as I was elected in November I started recruiting so that wouldn&amp;#39;t be the case this year. I have begun establishing relationships with many PNMs, something that is necessary so they do not feel overwhelmed during formal rush. I have received support from the chapter so far with formulating a names list and holding informal rush events. I have a tentative schedule for formal rush and will contact Greek Life again with the hopes of obtaining a desirable Round 2 time. I attended the PhiredUp recruitment workshop and have looked to other chapters to see how we can improve our formal rush.&lt;br&gt; &lt;b&gt;&lt;i&gt;Goals:&lt;/i&gt;&lt;/b&gt; We need to get a wider recruiting base so we can become more selective. The only way we can truly select men who we deem acceptable is if we have a large group to pick from. Our brothers also need to take a vested interest in getting to know PNMs. This problem directly affects voting if many brothers are not familiar with a candidate that might be superior to the rest. The PNMs are possible brothers for life, and everyone should want to properly evaluate these guys during the two-week rush period. I also would like to give the same effort to fall recruiting as the spring. In the past, our chapter has relaxed in the fall and a small pledge class has resulted from the laziness.&lt;br&gt; &lt;b&gt;&lt;i&gt;Action Plans:&lt;/i&gt;&lt;/b&gt; The wider recruiting base will hopefully come from the effort I have given since November. Regardless of if they intend to rush, many freshmen are aware of who I am and who Sigma Chi is on campus. I hope to solve the problem of brother apathy by encouraging them to stay involved. I have already presented a Power Point of select PNMs at chapter, something I plan to do once we return from break as well. I also will contact individual brothers to ensure that we have significant representation at each recruitment event. In addition, I already have reserves bigger rooms for the interview process so brothers who show up will be more comfortable than in the past. For the fall, I will go through the same process and effort in recruiting. Even though it is very difficult to match the size of the spring class, a fall class of three people should be unacceptable. Finally, I will continue to remind the chapter that every event is a recruiting event. Whether it is intramurals or a fundraiser, non-Greeks are always looking at and evaluating Signa Chi.&lt;br&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;RISK MANAGER&lt;/i&gt;&lt;/b&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;Background:&lt;/i&gt;&lt;/b&gt; Our current risk management program definitely leaves room for improvement. The main focus of our program has been a designated driver program for sigma chi functions to ensure there is no drunk driving on account of a Sigma Chi event. This program used to also include drivers for weekends to provide transportation to bars and other functions to brothers that are of age. However, this portion of the program was inactive last semester due to a lack of available cars.&lt;br&gt; &lt;b&gt;&lt;i&gt;Goals:&lt;/i&gt;&lt;/b&gt; My main goal is to revamp our designated driver program to include drivers for parties and Thursday-Saturday.&lt;br&gt; &lt;b&gt;&lt;i&gt;Action Plans:&lt;/i&gt;&lt;/b&gt; This will be accomplished by turning our designated driver program into a membership based program. Every brother in our chapter will have the opportunity at the beginning of every month to pay a flat rate (this will depend on the size of the program but I estimate it to be $20) for unlimited use of designated drivers on nights that they are available. The main issue in previous semesters has been a lack of available cars. I hope to solve this problem by offering discounted rates to brothers who lend out their cars for use in the designated driving program. The money paid into the program will be used to reimburse brothers who lend out their cars for gas that is used and (again depending on the size of the membership base) to create monetary incentives for brothers to lend their cars to the program.&lt;br&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;TRIBUNE&lt;/i&gt;&lt;/b&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;Background:&lt;/i&gt;&lt;/b&gt; Presently, Kappa Chi&amp;rsquo;s alumni relation program exists to notify graduates of homecoming events/festivities, and requests for funding. Contact with alumni is not made frequently for other purposes. Alumni are not seen often other than at Homecoming or Initiations, and there is little to no financial support from alumni.&lt;br&gt; &lt;b&gt;&lt;i&gt;Goals:&lt;/i&gt;&lt;/b&gt;&lt;br&gt;o Establish more frequent contact with alumni, better relationship between alumni and chapter&lt;br&gt;o Foster more of an alumni presence more often&lt;br&gt;o Hopefully be able to receive more support (financially) from alumni&lt;br&gt; &lt;b&gt;&lt;i&gt;Action Plans:&lt;/i&gt;&lt;/b&gt;&lt;br&gt;o Newsletter: A newsletter to be e-mailed to graduates 2-3 times a semester. The newsletter will contain reports from each officer on past/upcoming endeavors for the semester including early notice of dates for Initiation, Homecoming, and alumni events.&lt;br&gt;o Work with the Executive Officers to organize and establish a budget for at least one event for alumni to attend and interact, socialize with the chapter (other than Imitations and Homecoming)&lt;br&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;PHILANTHROPY/DERBY DAYS&lt;/i&gt;&lt;/b&gt;&lt;br&gt; &lt;b&gt;&lt;i&gt;Background:&lt;/i&gt;&lt;/b&gt; When it comes to philanthropy, the Kappa Chi chapter at Villanova University was extremely active and participated in many events this past semester, and over the past year as well. Our Derby Days was in October, and was a success that had a lot of brothers coming out to help out and come together to enjoy the week. Sigs at Villanova have also participated in many of the philanthropy events that sororities have on campus, donating money to a great cause and also enjoying ourselves. With all this being said, I feel that right now we have not done a lot of events on our own besides Derby Days, and can contribute more to the community by helping out with other events outside of just the sorority philanthropy events.&lt;br&gt; &lt;b&gt;&lt;i&gt;Goals:&lt;/i&gt;&lt;/b&gt; This upcoming year, I wish to see Kappa Chi hold a few philanthropy events on our own outside of Derby Days. I think a good idea would be to take the winning sorority from Derby Days and host a philanthropy event with them, something that many fraternities and sororities do on campus. We can either donate everything to one cause we agree on, or split what we raise and donate to different causes. Regardless of what we do, it is another way to give back during the year, rather than simply doing justice just one week  out of the year. Considering that Justice is one of our fundamental purposes, I would like to do another event just on our own during the Spring, which will complement our Derby Days in the Fall. I feel that having two major events during a school year is a good start to many smaller events and getting our name out. Lastly, I would like to see brothers helping out at events like Special Olympics, Hunger/Homelessness Awareness week, etc. There are many ways to give back outside of the events that other people who are involved with Greek host, and there are many brothers who are involved with these organizations as well. Therefore, I would like to see more participation in these events over the next year as well.&lt;br&gt; &lt;b&gt;&lt;i&gt;Action Plans:&lt;/i&gt;&lt;/b&gt; In order to accomplish these goals, I would like to attend chapter every week and have a report on something that can be done in the upcoming week or weeks. I feel when things come up last minute, people may be reluctant to take the extra step, but with enough notice, things may be different. Also, I would like to have incentives for helping out, whether it be an excused absence to something or something that ties in with dues, etc. I would hope people participate out of the goodness of their heart, but if a little push is needed I feel that it can go a long way when they experience the effect service can have. BROTHER INVOLVEMENT: Strive to make the Theta Upsilon chapter more beloved and honestly respected by our own brothers by increasing brother turnout to 75% for all events and meetings. &lt;br&gt;&lt;br&gt;&lt;br&gt;FINANCIAL STABILITY&lt;br&gt;BACKGROUND: Theta Upsilon is currently in a financial rough patch. Low dues &lt;br&gt;collection rates have combined with large graduating senior classes (and resulting higher per-brother RMF expenditures) and increased post-chapter house renovation parlor fees to leave the chapter in dire need of a financial overhaul. The incoming executive board must lay the foundation for a legacy of financial responsibility and stability. &lt;br&gt;GOALS/ACTION ITEMS:&lt;br&gt;1. The Quaestor, with the help of the Consul and Pro Consul will implement and strictly adhere to a deadline or brothers to either pay the semester&amp;rsquo;s dues in full or set up an installment plan and pay the first installment. This deadline will be the third chapter meeting of the semester.&lt;br&gt;2. The Quaestor, with the help of the Consul and Pro Consul will contract with a third-party collection agency (most likely Parson Bishops) to prevent delinquency in dues payment and remedy any delinquencies that might arise. &lt;br&gt;3. The Quaestor will attend at least 90% of chapter meetings and will make himself available several times per week to collect dues, write checks, distribute reimbursements, and perform other crucial tasks. Quaestor unavailability contributed largely to the chapter&amp;rsquo;s development of financial troubles. &lt;br&gt;4. The Magister will aid the Quaestor in emphasizing the importance of financial obligations to brothers-to-be, and the Pro Consul will reinforce this during Post Initiation Training. &lt;br&gt;5. The Recruitment Chairmen will be forthcoming and clear about the financial obligations of Brotherhood during the recruitment process, and will strive to recruit members of the classes of 2011 and 2012, so as to avoid having graduating classes so large that they destabilize chapter finances. &lt;br&gt;6. The Consul, Pro Consul, and Quaestor will remain in regular contact (at least twice monthly) with the House Corporation&amp;rsquo;s executive board so as to head off any issues that may arise before they become a serious issue. &lt;br&gt;&lt;br&gt;CHAPTER PROGRAMS&lt;br&gt;BACKGROUND: Theta Upsilon&amp;rsquo;s chapter programs run the gamut from excellent to barely existing. In the coming year, Theta Upsilon will work to bolster its already-strong recruitment operation, which successfully recruited outstanding men without the benefit of the chapter house for two semesters in a row, reinvigorate a solid but somewhat stagnated new member education program, and rebuild alumni relations, scholarship, and post-initiation training programs. If officers are successful, each Theta Upsilon program will have an institutional legacy of excellence by the end of the term, as there will be a strong foundation for successors to preserve and build upon. &lt;br&gt;GOALS/ACTION ITEMS:&lt;br&gt;1. The Recruitment Chairs will train a Recruitment Committee of at least 10 members, and at least two newly initiated brothers. This committee will be responsible for executing the logistics of recruitment events, and will take the lead in organizing informal interactions with recruits (i.e. one-on-one or two-on-two recruitment meals).&lt;br&gt;2. The Recruitment Chairs will dramatically increase the visibility of the formal recruitment period by ensuring that the Sigma Chi name is prominently displayed at events and that recruitment events are effectively advertised to the Yale community, and especially to the classes of 2011 and 2012. &lt;br&gt;3. Theta Upsilon&amp;rsquo;s pledge program for Spring 2009 will be designed and implemented by brother Alexander Kowalsky, who will be the ritual Magister. Brother Kowalsky is an initiate of the Delta Phi chapter. He will contact Magisters from other chapters, review any brother-to-be programs he is provided with, and use these programs to design a new, innovative program that emphasizes the development of high ideals, the discovery of true brotherhood, and the forging of lifelong fraternal bonds. &lt;br&gt;4. Many brother-to-be events will be held on Thursday evenings (rather than the traditional Friday) so as to emphasize the events as forums for building brotherhood, rather than pre-events for Friday night social activities. &lt;br&gt;5. The Magister will implement weekly brother-to-be quizzes, which will replace the existing system of two brother-to-be &amp;ldquo;midterms&amp;rdquo; per semester. This will provide a more constant reminder of the obligations of brothers-to-be. &lt;br&gt;6. The Pro Consul will set up three Post-Initiation Training sessions with the Newly Initiated Brothers, and will adhere strictly to this schedule.&lt;br&gt;7. The Pro Consul will solicit suggestions from other chapters&amp;rsquo; Pro Consuls &lt;br&gt;8. The Tribune will compile a complete and accessible list of alumni contact information, which has been lacking in recent semesters. &lt;br&gt;9. The Tribune will organize a large alumni-undergraduate event and publicize it well enough in advance to ensure a large turnout. &lt;br&gt;10. The Scholarship Chair will create an Academic Wiki-style digital library of class notes, readings, old exams, and other study materials.&lt;br&gt;11. The Scholarship Chair will work with the House Manager, Peterson Chair, Consul etc. to begin applying for the library grant from Headquarters for the House. &lt;br&gt;&lt;br&gt;BROTHER INVOLVEMENT&lt;br&gt;BACKGROUND: Theta Upsilon prides itself on the overall strength of its bonds of brotherhood and level of involvement. Unfortunately, the chapter&amp;rsquo;s present small size leaves a small margin for apathy&amp;mdash;the absence of more than one or two brothers is very clearly noticeable. Thus, the chapter must work to retain brothers who are very active in the chapter and bring brothers who have pulled away back into regular involvement. &lt;br&gt;GOALS/ACTION ITEMS:&lt;br&gt;1. The Consul and Pro Consul will develop a &amp;ldquo;phone tree&amp;rdquo; system for brothers to remind each other about meetings and events&amp;mdash;often, brothers simply need an extra reminder.&lt;br&gt;2. The Pro Consul will oversee the reimplementation of the Chapter&amp;rsquo;s judicial board, which will &lt;br&gt;3. Also, it is important that we reach out to our alumni in hopes that they may be willing to help with our recruitment either through rush recommendations, speeches during recruitment, etc. Even after taking full advantage of all resources at our disposal, there is still the necessity to engage and motivate each of our brothers to practice the strategies and methods they have been taught.&lt;br&gt;&lt;br&gt;Recruitment is possibly the most important aspect of our fraternity that requires the full dedication of our entire membership.
